It is a natural fact that human needs are endless. Providing solutions to these needs involves numerous human, environmental and machine-based activities. Globally, these activities are carried out by both skilled, semi-skilled, and non-skilled personnel. The existence of these categories of service providers results in either satisfactory, semi-satisfactory and unsatisfactory outputs/services. In the real global economy, a mix of these categories makes it very difficult to select one when the need arises.
However, this becomes more daunting in a region or clime where standardization of goods and services is not seriously enforced by the government. Factors responsible for this ugly trend in the service industry include:

1. Unemployment
2. Poverty
3. Illiteracy
4. Bad governance
5. The rising refugee population and,
6. Global economic downturn.

These factors contributed and still contribute to the increasingly worrisome situation of more semi-skilled and unskilled service providers in some regions of the world today. The attendant consequences of this situation include: 

• Consumer’s fear of the unknown when trying to hire service providers
• Risk of capital loss when poor skilled personnel is hired
• Protracted delay in service delivery due mainly to lack of requisite knowledge and skill by the hired provider
• Abandonment of tasks and projects with consequential loss of capital due to poor skill set and capability 
• Protracted legal battle due to the breach of contract terms
• And finally but not the least; rising cost of project execution and delivery due to the repeated attempts to actualize project specifications
